Robert N. Giaimo served 11 terms in the U.S. House of Representatives, where he rose to become chairman of the Budget Committee. The National Endowment for the Arts and National Endowment for the Humanities owe their existence to his support. He was among the first congressmen to fight continued funding of the Vietnam War and an early advocate of hospice legislation.
