Frank Carlson

(1893-1987)

Frank Carlson was the only Kansas governor to serve in both houses of Congress. Carlson's administration as governor was known for extensive highway rebuilding programs, rural health programs, and vast improvements to the state's mental hospitals. In the U.S. Senate, he censured the tactics of Senator Joseph McCarthy and supported President Lyndon Johnson's civil rights legislation.
