Richard Bolling

Richard Bolling represented Missouri in the U.S. House of Representatives from 1949 to 1983. An advocate of labor and civil rights, he promoted change as chairman of the Committee on Rules and midwestern director of Americans for Democratic Action. In the 1960s, he co-authored House Out of Order and Power in the House, which solidified his position as a beacon of institutional reform. |
